2011 SESSION
WHEREAS, Robert W. Tucker, Jr., retired as Albemarle County Executive on December 31, 2010, after 41 years of distinguished public service; and
WHEREAS, after serving as a senior planner for the Southwest Georgia Planning and Development Commission, Robert “Bob” Tucker came to Albemarle County’s Planning Department in 1973, eventually serving as Planning Director; and
WHEREAS, Bob Tucker moved into county administration as the Deputy County Executive in 1983 before becoming Albemarle County’s ninth County Executive in 1991; and
WHEREAS, an exemplary administrator, Bob Tucker ably led Albemarle County for 20 years while focusing on fiscal stability, high quality of life, and effective partnerships; and
WHEREAS, during Bob Tucker’s tenure, Albemarle County achieved a AAA bond rating from Moody’s Investor Service in 2003, the smallest county in the country at that time to achieve the distinction; and
WHEREAS, in 2010 Albemarle County was among fewer than 90 counties in the United States to earn a second AAA rating, this time from Standard and Poor’s, a particularly impressive accomplishment during difficult economic times; and
WHEREAS, Bob Tucker skillfully managed the County’s comprehensive plan updates and worked to create the concept of defined development areas for growth management and innovative approaches to rural area preservation; and
WHEREAS, Bob Tucker developed strong partnerships with regional boards and commissions such as the Rivanna Solid Waste Authority, Rivanna Water and Sewer Authority, Emergency Communications Center, and Chamber of Commerce to enhance and improve services for local residents; and
WHEREAS, Bob Tucker worked cooperatively to add new schools to the community, encouraged critical community facility and transportation infrastructure projects, expanded the County’s parks and recreation facilities, and managed the purchase of the 5th Street County Office Building, ultimately saving millions of taxpayer dollars; and
WHEREAS, seeing the need to preserve the County’s bountiful natural resources, Bob Tucker encouraged green initiatives that resulted in Energy Star designation for the County Office Building and recognition of Albemarle County by the Virginia Municipal League as a “Green Government”; and
WHEREAS, Albemarle County residents have prospered and enjoyed the benefits of sound fiscal management, a high quality of life, and expanded services under the visionary leadership of Bob Tucker; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Robert W. Tucker, Jr., for his distinguished public service on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert W. Tucker, Jr., as an expression of the General Assembly’s congratulations and appreciation for his commitment to Albemarle County residents.
