WHEREAS, Philip A. Leone, the longtime director of the Joint Legislative Audit and Review Commission (JLARC), retired on September 1, 2010, after 36 years of outstanding service; and
WHEREAS, Philip Leone received a bachelor’s degree from Iowa State University and a master’s degree from Virginia Polytechnic Institute and State University; he also proudly served his country for four years in the United States Air Force; and
WHEREAS, after serving as a planner for the Richmond Regional Planning District Commission, Philip Leone joined JLARC in 1974; and
WHEREAS, recognized for his leadership and dedication, Philip Leone rapidly rose through the ranks, serving as senior and principal analyst, division chief, assistant director, and deputy director before becoming director of JLARC in 1986; and
WHEREAS, during Philip Leone’s tenure as director, JLARC completed more than 400 evaluations of state government programs and activities, including the “Rainy Day Fund,” the state Standards of Quality funding formulas, and the restructuring of the Virginia Retirement System; and
WHEREAS, committed to JLARC’s mission of legislative oversight, Philip Leone worked diligently to develop a comprehensive evaluation program, acquire automated technology, recruit a multidisciplinary staff, and establish oversight policies and processes; and
WHEREAS, under Philip Leone’s leadership, JLARC received two national awards for research excellence, recognition from the National Conference of State Legislatures (NCSL) as the best legislative oversight organization in the nation, and recognition by the Government Performance Project in 2005 as an element in Virginia’s selection as Best Managed State; and
WHEREAS, Philip Leone generously gave of his time and expertise to various organizations throughout his career, including service as chairman of the Legislative Program Evaluation Section of the NCSL and membership on the Advisory Council on Government Auditing Standards of the United States General Accounting Office; and
WHEREAS, Philip Leone joined JLARC shortly after the organization was formed and was instrumental in its formation and development; he left behind a nationally recognized agency that is well positioned to continue providing superior research for legislative debate and action; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Philip A. Leone on the occasion of his retirement for his longtime service to and leadership of the Joint Legislative Audit and Review Commission; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Philip A. Leone as an expression of the General Assembly’s respect, congratulations, and best wishes for his future endeavors.
