Be it enacted by the General Assembly of Virginia:

1.  That § 30-34.10:1 of the Code of Virginia is amended and reenacted as follows:

§ 30-34.10:1. Establishment and maintenance of electronic information system; publication of voting records.

A. The Commission, through the Division of Legislative Automated Systems, shall establish and maintain a legislative electronic information system that includes the status of bills and resolutions active within the legislative process and related information. Electronic access to this information shall be made available to all agencies of the Commonwealth and its political subdivisions, and conditionally available to the public as resources permit.

B. Beginning with the 2011 Regular Session of the General Assembly, the Commission, through the Division of Legislative Automated Systems, from information and data submitted by the Clerk of the House of Delegates and the Clerk of the Senate, shall publish on the legislative electronic information system a record, organized by member name, of the recorded committee and floor votes of each member of the House of Delegates and the Senate on all legislation acted upon by each house. Electronic access to this information shall be made available to all agencies of the Commonwealth, its political subdivisions, and the public.
