Be it enacted by the General Assembly of Virginia:

1. § 1. The Commonwealth Transportation Board shall forthwith allow the Town of Gate City, in Scott County, a break or breaks in highway access control to and from U.S. Route 23 (southbound), between mile marker 4 and mile marker 6, in order to permit the Town to construct one or more access roads affording ingress and egress between U.S. Route 23 and the north side of Clinch Mountain.
