Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 2.2-1502.2 as follows:

§ 2.2-1502.2. State agencies required to submit program information; designation of performance improvement officer.

A. Each state agency shall review and prioritize operations and programs it performs on an annual basis. As part of the review and prioritization process required by this subsection, each agency shall develop a list of the three highest and three lowest priorities that shall be included with the estimates required by § 2.2-1504.

B. The head of each state agency shall designate an existing employee to serve as the agency's Performance Improvement Officer who shall report directly to the agency head. The Performance Improvement Officer shall assist in ensuring that the mission and goals of the agency are achieved through strategic and performance planning and measurement pursuant to the performance management system established by the Department pursuant to subdivision 11 of § 2.2-1501. In addition, the Performance Improvement Officer shall (i) assist in the selection of agency priorities and goals, including opportunities to collaborate with other agencies on common goals, (ii) oversee the implementation of the agency strategic planning, performance planning, and reporting requirements established by subdivision 11 of § 2.2-1501, (iii) conduct regular reviews of agency performance, and (iv) provide regular reports on the agency's progress toward the achievement of all goals on the public website of the agency.
