Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 46.2-873.01 as follows:

§ 46.2-873.01. Designation, marking, enforcement of school zones in unincorporated planned residential communities.

The civic association, homeowners association, or other elected body of any unincorporated planned residential community may designate and mark school zones on public highways within the unincorporated planned residential community’s boundaries. Markings, signs, speed limits, and other requirements and limitations otherwise applicable to school zones under § 46.2-873 shall apply, mutatis mutandis, to school zones designated and marked as provided in this section. The cost of the designation and marking of any such school zones shall be borne entirely by the unincorporated planned residential communities in which they are located. All such designations and markings of school zones shall be in conformity with regulations of the Virginia Department of Transportation, and any speed limits imposed in connection with such school zones shall be enforceable as speed limits authorized by § 46.2-873.
