11101678DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 2.2-403.1 as follows:
§ 2.2-403.1. Other duties related to authentication of documents.
The Secretary of the Commonwealth may issue a certificate of authentication for a document that has been executed or issued in the Commonwealth to allow such document to be recognized in a foreign jurisdiction. No authentication shall be issued for a document if the Secretary of the Commonwealth has reasonable cause to believe that the authentication is requested for an unlawful or improper purpose.
