Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding in Chapter 31 of Title 3.2 a section numbered 3.2-3112 as follows:

§ 3.2-3112. Inspector General for Commission.

A. There is established the position of Inspector General for the Tobacco Indemnification and Community Revitalization Commission (Inspector General) to monitor and review the performance and activities of the Commission. The Inspector General shall be appointed by the Governor, shall be subject to confirmation by the General Assembly, and shall report to the Governor. The Inspector General shall be appointed initially for a term that expires one full year following the end of the Governor's term of office, and, thereafter, the term shall be for four years. Vacancies shall be filled by appointment by the Governor for the unexpired term and shall be effective until 30 days after the next meeting of the ensuing General Assembly and, if confirmed, thereafter for the remainder of the term.

B. The Inspector General shall (i) review the condition of the Commission's accounting, financial and administrative controls; (ii) investigate to resolve allegations of fraudulent, illegal, or inappropriate activities; and (iii) prevent and detect fraud, waste, and abuse.

C. On or before November 30 of each year, the Inspector General shall submit a report summarizing his activities to the Governor and the General Assembly.
