A.1. Out of this appropriation, $2,099,838 and 14 positions from the general fund and $4,500,000 from nongeneral funds the first year and $2,099,838 and 14 positions from the general fund and $4,500,000 from nongeneral funds the second year is designated to build research capacity in modeling and simulation, which shall include efforts to improve traffic management through modeling.

2. Out of this appropriation, $250,000 the second year from the general fund is designated to support science, technology, engineering and mathematics (STEM), and health-related programs.  Old Dominion University shall use these funds to promote the use of modeling and simulation in the medical industry.

B. The Higher Education Operating fund source listed in this Item is considered to be a sum sufficient appropriation, which is an estimate of funding required by the university to cover sponsored program operations.
