That the Commonwealth Transportation Commissioner shall appoint a committee consisting of representatives of the road construction industry, including the Virginia Transportation Construction Alliance, the Old Dominion Highway Contractors Association, Transportation Disadvantaged Business Enterprise Advisory Committee, Metropolitan Business League, and other road building organizations, representatives of the surety bonding industry, and others as the Commissioner deems appropriate to review performance and payment bonding requirements presently in the Code of Virginia. The committee shall make recommendations regarding any changes to such performance and payment bonding requirements to the Commissioner by December 1, 2011.
