SUMMARY AS INTRODUCED:

State Board of Elections; active military and overseas voters; absentee ballots.  Requests the State Board of Elections to develop and implement secure procedures for active military and overseas voters to cast timely absentee ballots. The Board may consider new technology and the option of returning absentee ballots directly to the State Board. It shall summarize its progress in a public report by January 12, 2011.
