SUMMARY AS INTRODUCED:
Hate crimes; sexual orientation. Includes within the definition of hate crimes a category of acts committed against a person or his property because of that person's sexual orientation. Also included is (i) the right of a person who is subject to such act to bring a civil action for damages or injunctive relief and (ii) no liability for an internet provider for good faith restriction of access to material that the provider considers intended to incite hatred on the basis of sexual orientation.
