SUMMARY AS PASSED:

Public charter schools; review and reconsideration. Requires the public charter school applicant to submit its proposed charter application to the Board of Education for review, comment, and a determination as to whether the application meets approval criteria developed by the Board, prior to submission to the local school board. Also, the bill provides for an opportunity for a public charter school applicant to petition for reconsideration of a decision by a local school board to deny an application. Prior to such petition for reconsideration, an applicant may seek technical assistance from the Superintendent of Public Instruction.

Requires the public charter school applicant to submit its proposed charter application to the Board of Education for review, comment, and a pre-certification recommendation prior to the submission of such application to a local school board. The Board's review must include a recommendation as to whether the application shall be approved by the local school division. Also, provides for an opportunity for a public charter school applicant to appeal a local school board decision to deny a public charter school application to the Board of Education.
