SUMMARY AS INTRODUCED:
General Assembly Conflicts of Interests Act; establishment of the General Assembly Ethics Review Panel. Establishes one five-member General Assembly Ethics Review Panel in place of the present separate House and Senate Ethics Advisory Panels to investigate complaints of violations of the Act. The Panel may institute a complaint against a member of the General Assembly on its own motion. Except during the preliminary investigation stage, the proceedings of the Panel shall be public and all reports of the Panel shall be public. The bill also provides that the Panel may impose a civil penalty of up to $250 for filing a frivolous complaint and reiterates that the filing of a false complaint is punishable as perjury. This bill was incorporated into SB 186.
