Memorializing Congress to propse an amendment to the Constitution of the United States for a balanced budget requirement.  Expresses the General Assembly's support for a balanced budget amendment and urges Congress to submit such an amendment to the states for ratification in order to promote fiscal integrity at the federal level.

Memorializing Congress to adopt an amendment to the Constitution of the United States for a balanced budget requirement.  Expresses the General Assembly's support for a balanced budget amendment and urges Congress to submit such an amendment to the states for ratification in order to promote fiscal integrity at the federal level. This resolution also initiates the process to call a convention to amend the Constitution of the United States to add a balanced budget requirement.
