SUMMARY AS PASSED HOUSE: (all summaries)

Erosion and sediment control; penalty.  Removes the specific authority of a locality to impose a $1,000 civil penalty on a person who engages in a land-disturbing activity without having an approved plan.  Instead, any violation of any erosion and sediment control regulation or order of the Virginia Soil and Water Conservation Board, any provision of a local program, or any condition of a permit will be subject to a civil penalty of $100 to $1,000.
