SUMMARY AS PASSED: (all summaries)
Administrative impoundment of motor vehicles. Provides for a three-day administrative impoundment of a motor vehicle when driving without an operator's license if the person has previously been convicted of driving without a license. A person who knowingly authorizes the operation of a motor vehicle by a person who he knows has no operator's license and who he knows has been previously convicted of driving without a license is guilty of a Class 1 misdemeanor. The provisions of the bill do not apply to a person whose license has been expired for less than one year prior to the offense or a person under 18 years of age at the time of the offense.
