SUMMARY AS INTRODUCED:
War Memorial Foundation; inclusion in Virginia War Memorial. Provides that in addition to the names and homes of record engraved on the Virginia War Memorial as of January 1, 2010, the names and homes of record of United States Army, United States Air Force, United States Coast Guard, United States Marine, United States Merchant Marine, United States Navy, Virginia National Guard, and Reserve service members from the Commonwealth of Virginia who died in a Department of Defense-designated combat area under honorable conditions, or who are “Missing In Action” and presumed dead shall be so engraved if (i) the death occurred since July 1, 1990, and (ii) the qualifying deceased service member listed Virginia as his home of record as defined by the Department of Defense or as his legal residence. The Foundation Board of Trustees may consider petitions to add the names and homes of record of service members killed in a Department of Defense-designated combat area to the Memorial starting with World War II. The decision of the Board of Trustees shall be final in all cases.
