SUMMARY AS PASSED HOUSE: (all summaries)

Commerce; certain made goods and services. Provides that all goods manufactured or made in Virginia and all services performed in Virginia, when such goods or services are held, maintained, or retained in Virginia, shall not be subject to the authority of the Congress of the United States under its constitutional power to regulate commerce. The measure shall not relate to goods or services ordered, procured, or purchased by the federal government or by a federal contractor.
