WHEREAS, Gwendolyn F. Bailey will serve as chair of the Legislative Information and Communications Staff Section (LINCS) of the National Conference of State Legislatures for 2009–2010; and
WHEREAS, LINCS was formed in 2000 as the newest of the 10 staff sections of the National Conference of State Legislatures; and
WHEREAS, LINCS is the voice of state legislatures and its 400 members nationwide, including civic educators, public information officers, press secretaries, radio and television producers, photographers, and all those who serve as the external liaisons between the nation’s state legislatures and their constituents; and
WHEREAS, Gwen Bailey has been an active member of LINCS since 2001, serving as a director, as secretary/editor of the newsletter, The Voice, and as vice chair and now chair; and
WHEREAS, in addition to serving in LINCS, Gwen Bailey has been an active member of the American Society of Legislative Clerks and Secretaries (ASLCS) since 1990, serving as chair, vice-chair, and member of various committees and as an appointed member of the ASLCS Executive Committee in 1999–2000; and
WHEREAS, Gwen Bailey was awarded the ASLCS Legislative Staff Achievement Award in 2003 for her commitment to the legislative institution, supporting the work of the state legislature and strengthening the legislative institution; and
WHEREAS, Gwen Bailey is the first Virginia legislative staff person to hold the position of LINCS chair; and
WHEREAS, Gwen Bailey has represented the Senate of Virginia, her adopted Commonwealth, and the National Conference of State Legislatures with professionalism and dedication; now, therefore, be it
RESOLVED by the Senate of Virginia, That Gwendolyn F. Bailey hereby be commended on her selection as chair of the Legislative Information and Communications Staff Section of the National Conference of State Legislatures; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Gwendolyn F. Bailey as an expression of the Senate’s appreciation for her exemplary service to the Senate of Virginia and her significant professional accomplishments.
