SENATE JOINT RESOLUTION NO. 49
Celebrating the life of Joseph William Minter.

WHEREAS, Joseph William Minter, a respected citizen and the first chief magistrate for the City of Martinsville and Henry and Patrick Counties, died on October 8, 2009; and

WHEREAS, a native of Martinsville, Joseph “Joe” William Minter was born on May 19, 1922, the son of Joseph Jackson Minter and Ruby Elizabeth Prillaman Minter; and

WHEREAS, an American hero, Joe Minter bravely served his country during World War II from October 1942 to November 1945 in the Pacific Theater as a proud member of the United States Army Air Corps, 9th Troop Carrier Squadron; and

WHEREAS, before and then following his military service, Joe Minter worked at McKee Funeral Home, and he continued his career as a licensed funeral director at Norris Funeral Services and Crematory; and

WHEREAS, on January 1, 1956, Joe Minter was appointed justice of the peace, serving until July 1, 1974, when he became the first chief magistrate when the Commonwealth established the magistrate system; and

WHEREAS, a hardworking and dedicated public servant, Joe Minter served his fellow citizens with distinction as chief magistrate until retiring on July 1, 1996; and

WHEREAS, over the years, Joe Minter generously gave his time and expertise to many professional and civic organizations, including as a member of the Virginia Magistrate Association and the Collinsville Lions Club, as well as a charter and lifetime member of the Martinsville-Henry County Life Saving Crew; and

WHEREAS, always ready to help his neighbors in need, Joe Minter was a leader and faithful member of the First Baptist Church in Martinsville and was active in the church’s many missions in the community; and

WHEREAS, Joe Minter will be fondly remembered and greatly missed by his wife of 67 years, Betty Harris Minter; his two daughters, Betty Carol Swinney and Ann M. Marks; his two sons, Jim Minter and Michael D. Minter; his eight grandchildren, three great-grandchildren, and nephew; and his numerous other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of a fine public servant and outstanding Virginian, Joseph William Minter; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Joseph William Minter as an expression of the General Assembly’s respect for his memory.
