SENATE JOINT RESOLUTION NO. 247
Celebrating the life of J.A.G. Parrish.

WHEREAS, J.A.G. Parrish, a respected businessman and dedicated public servant, died on October 4, 2009; and

WHEREAS, J.A.G. “Buddy” Parrish was born on October 25, 1926, in Norfolk, graduated from Maury High School, and received a bachelor’s degree from Duke University; and

WHEREAS, Buddy Parrish proudly served his country in the United States Merchant Marines as a radio officer during World War II and was later drafted by the United States Army and served in Germany at the end of the war; and

WHEREAS, after his military service, Buddy Parrish returned to the Hampton Roads area and began a long and successful career in the mortgage banking business that included service as a mortgage officer at Mutual Federal Savings and Loan Association and an investment banking broker at Merrill Lynch; and

WHEREAS, in the 1970s, Buddy Parrish also served the City of Hampton as director for promotion and development, where he played a key role in the renewal and growth of Old Hampton; and

WHEREAS, in the 1990s, Buddy Parrish served as the president of the Mill Creek Condominium Association, which led to his interest in condominium law; and

WHEREAS, Buddy Parrish held leadership positions with state and national condominium organizations and served as trustee and committee council chairman for the Community Associations Institute; he later served on the Commonwealth’s Real Estate Board; and

WHEREAS, passionate about politics and the legislative process, Buddy Parrish served from 1989 until 2009 as the chairman of the Electoral Board of Virginia Beach, where he oversaw all local elections with an absolute dedication to order, honesty, and nonpartisanship; and

WHEREAS, admired and respected by his peers, Buddy Parrish served as president of the Virginia Electoral Board Association for 1998 and 1999; and

WHEREAS, dedicated to the process of improving local and state laws, Buddy Parrish often traveled to Richmond promoting legislation that he had spent significant amounts of time writing or helping to write; and

WHEREAS, Buddy Parrish also served as parliamentarian of the Republican Party of Virginia Beach for 25 years and received its 1985 Man of the Year award and the 2008 Lifetime Achievement Award; and

WHEREAS, Buddy Parrish devoted countless hours to ensure the honesty and integrity of the electoral process in the Commonwealth and leaves behind a remarkable legacy of public service; and

WHEREAS, Buddy Parrish will be greatly missed by his loving wife of 39 years, Connie; children, Cindy Lackore, Nancy Ware, and Randy Parrish, and their families; and his numerous other family members, friends, and admirers; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly note with great sadness the loss of a dedicated public servant and outstanding Virginian, J.A.G. Parrish; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of J.A.G. Parrish as an expression of the General Assembly’s respect for his memory.
