WHEREAS, Officer Sean Fleming of the Chesapeake Police Department is recognized for his extreme courage and diligence during a crime incident on June 1, 2009, involving an armed and dangerous suspect; and
WHEREAS, Sean Fleming has been a fine law-enforcement officer and an asset to the Chesapeake Police Department since August 2008, and he has patrolled the 3rd Precinct and the Deep Creek community for six months; and
WHEREAS, on June 1, 2009, after completing his regular shift, Officer Fleming was only about a mile from the department when he made way for several of his fellow officers leaving the station on an urgent call; and
WHEREAS, Officer Fleming then heard the dispatcher announce “shots fired” on his police radio, and he immediately joined in the pursuit of a speeding white van that subsequently crashed on an Interstate 64 ramp; and
WHEREAS, the suspect, wielding an assault rifle, emerged from the white van and found himself facing Officer Fleming, still in uniform behind the wheel of his Jeep Wrangler; the suspect fired, flattened two of the Wrangler’s tires, shattered the headlights, and peppered the windshield with bullet holes; and
WHEREAS, praised for his quick thinking and selfless actions, Officer Fleming managed to fire back repeatedly from his own vehicle and subdue the suspect, even though he was hit four times, at least once through his bulletproof vest; and
WHEREAS, Officer Fleming has been heralded a hero by citizens of the community, as well as Police Chief Kelvin Wright and his fellow law-enforcement officers of the Chesapeake Police Department; and
WHEREAS, Officer Fleming will be recommended for a Public Safety Medal of Valor Award for his courageous actions beyond the call of duty; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Sean Fleming for his bravery and his dedication to the protection of his fellow citizens of Chesapeake; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Sean Fleming as an expression of the General Assembly’s gratitude for his heroic actions.
