Commending Eddie N. Moore, Jr.

WHEREAS, Eddie N. Moore, Jr., a native of Philadelphia, earned his baccalaureate degree in accounting from Pennsylvania State University in 1968 and a master of business administration from the University of Pittsburgh, received an honorary Doctor of Humane Letters degree for leadership in public service from Virginia State University, and was licensed as a certified public accountant by the State of Texas and the Commonwealth of Virginia; and

WHEREAS, an ROTC graduate, Eddie N. Moore, Jr., served his country valiantly as a first lieutenant in the United States Army; for his combat service in Vietnam he was awarded the Bronze Star Medal and the Army Commendation Medal for meritorious achievement; and

WHEREAS, an official with the Gulf Oil Corporation from 1971 to 1985, Eddie N. Moore, Jr., rose through the ranks to direct major components of the corporation’s accounting and budgeting functions; and

WHEREAS, in 1985, Eddie N. Moore, Jr., began his public service career, becoming Virginia’s assistant comptroller for accounting and reporting; in 1988 he was selected to serve as comptroller for The College of William and Mary and treasurer of the institution’s Endowment Association; and

WHEREAS, Eddie N. Moore, Jr., was appointed state treasurer of Virginia in 1990; as the agency head of the Virginia Department of the Treasury, he served as a member of 15 state boards and authorities with oversight of more than $20 billion of the Commonwealth’s assets, successfully managed state resources, and artfully steered Virginia through one of the Commonwealth’s most fiscally challenging times; and

WHEREAS, Eddie N. Moore, Jr., became the 12th president of Virginia State University in 1993, bringing a wealth of administrative and fiscal management experience gained in the public and private sectors to the university at a time in its history when it faced steep fiscal, organizational, educational, and administrative challenges; and

WHEREAS, under his leadership, the Virginia State University student body has grown to more than 5,000, the institution’s operating budget has increased significantly, and more than $100 million in capital improvements to its 236-acre main campus have been completed, including renovation of the student dining hall, student union building, athletic stadium, auditorium, and business school and construction of an engineering and science building, Gateway Hall, a new residential facility with classrooms, and University Apartments at Ettrick; and

WHEREAS, academic programs in engineering, computer science, criminal justice, and mass communications and advanced degree programs in psychology and educational administration and supervision have been added; and, in 2007, the university was among the top Historically Black Colleges and Universities in the country among master’s-level institutions named by  U.S.  News and World Report; and

WHEREAS, as president, Eddie N. Moore, Jr., has led Virginia State University with distinction and his sound visionary leadership has directly benefited the greater Petersburg and Ettrick communities as well as the university’s many alumni; and

WHEREAS, with a spirit of community service, Eddie N. Moore, Jr., lends his many gifts and talents in service as a member of several professional, athletic, business, and community organizations, including the Virginia Board of Agriculture and Consumer Services, Virginia’s Center for Innovative Technology, the Virginia Historical Society, the American Association of Colleges for Teacher Education, and the Board of Universal Corporation; as vice chairman of the Board and chairman of the Finance Committee of the Central Intercollegiate Athletic Association; and as chairman of the Board of Vantagepoint Funds, a mutual funds group with more than $8 billion in assets; and

WHEREAS, Eddie N. Moore, Jr., is the recipient of numerous awards, honors, and accolades, including the Distinguished Alumnus Award from Pennsylvania State University in 1999, the Education Leadership Award from the Thurgood Marshall Scholarship Fund in 2000, and the Distinguished Alumnus Award from the Joseph M. Katz Graduate School of Business at the University of Pittsburgh in 2001; and

WHEREAS, Eddie N. Moore, Jr., has served the nation, the Commonwealth, and Virginia State University honorably; and

WHEREAS, Virginia requires its leaders to be strong, bold, innovative, creative, compassionate, frugal, and visionary, and Eddie N. Moore, Jr., embodies all of these qualities; and

WHEREAS, no stranger to leadership, hard work, and making difficult decisions, Eddie N. Moore, Jr., has approached the daunting tasks set before him with determination and zeal; and

WHEREAS, due in part to his contributions, sacrifice, vision, and strong leadership, Virginia State University, a historic institution and gem of the South, has reclaimed its place of prominence and respect in academia and continues to be a beacon of hope for thousands of students and their families who desire high-quality higher education to prepare them for a better life; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Eddie N. Moore, Jr., on his many achievements and years of dedicated and faithful service to the people of the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Eddie N. Moore, Jr., skilled accountant, businessman, educator, public servant, and 12th president of Virginia State University, so that he may be apprised of the General Assembly’s respect, admiration, and sincere appreciation for his service to the Commonwealth and its best wishes for a prosperous and productive retirement.
