Be it enacted by the General Assembly of Virginia:

1.  That § 9.04 of Chapter 99 of the Acts of Assembly of 1994 is amended and reenacted as follows:

 § 9.04.  Other taxes and assessments.

The council may levy such other taxes and assessments as may now or later be provided under the Constitution or general laws of the Commonwealth.  However, notwithstanding any other provision of general or special law, the Town of Dumfries shall have no power to levy a personal property tax under Article 1 of Chapter 35, Title 58.1 of the Code of Virginia (1950), as amended, with the exception of tangible personal property taxes on motor vehicles, trailers, and semitrailers as defined in § 46.2-100 of the Code of Virginia.
