10100567DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Chapter 1 of Title 30 a section numbered 30-19.10:1 as follows:
§ 30-19.10:1. Reports accompanying the Budget Bill.
The Chairman of the House Appropriations Committee and the Chairman of the Senate Finance Committee shall provide to each member of the General Assembly a document separate from the Budget Bill(s) that identifies the following by item number, narrative description, dollar amount, and name of the member of the General Assembly who inserted the provision in conference: (i) any nonstate appropriation, (ii) any item in the conference report that was not included in the Budget Bill(s) as passed by either the House or the Senate, and (iii) any item that represents a piece of legislation that failed during that session in either house. The report shall be made available concurrently with the report of the conference on the Budget Bill when the conference committee's work is completed, at a time specified by the procedural resolution adopted by the General Assembly, or in default thereof, adopted by the Joint Rules Committee. For the purposes of this section, "Budget Bill" means the general appropriation bill introduced in each house that authorizes the biennial expenditure of public revenues for the period defined in the procedural resolution.
