WHEREAS, Michael Eddy, Michael Frames, and Scott Pifer were honored as the 2008 Best of Reston Fairfax County First Responder Officers of the Year award recipients; and

WHEREAS, Technicians Michael Eddy, Michael Frames, and Scott Pifer risked their own safety in an extraordinary effort to help two residents who were trapped in a fast-moving current on a flooded roadway at night; and

WHEREAS, with the water rising, Technicians Michael Eddy, Michael Frames, and Scott Pifer bravely decided to launch a boat in an effort to rescue the occupants despite seeing large logs and other debris floating in the water; and

WHEREAS, Technician Frames, who operated the boat, docked along the car’s bumper while Technicians Eddy and Pifer stepped onto the hood of the car and instructed the occupants to put on life vests; and

WHEREAS, when the victims proved uncooperative, the Technicians were able to control the situation and managed to remove the female victim from the car and ferry her back to safety; Technician Frames then ferried back to the car and Technician Eddy forcibly put the male victim into the boat; and

WHEREAS, Technicians Michael Eddy, Michael Frames, and Scott Pifer all exercised extraordinary courage in an extremely hazardous and stressful situation in keeping with the high standards and professionalism of the Fairfax County Fire Department; now, therefore, be it

RESOLVED by the House of Delegates, That Michael Eddy, Michael Frames, and Scott Pifer hereby be commended for their selection as the 2008 Best of Reston Fairfax County First Responder Officers of the Year award recipients; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare copies of this resolution for presentation to Michael Eddy, Michael Frames, and Scott Pifer as an expression of the House of Delegates’ gratitude and admiration for their dedication to public safety.
