2010 SESSION
WHEREAS, Lt. Robert C. Marland, an admired and respected police officer with the Richmond City Police Department, is commended for his ongoing work to prevent drunk driving; and
WHEREAS, a victim of an accident involving a drunk driver, Lt. Marland has spent the past 25 years working to prevent drunk driving through his work with the Richmond City Police Department; and
WHEREAS, Lt. Marland has served as a Certified Standardized Field Sobriety Test (SFST)/DUI instructor with the National Highway Traffic Safety Administration and the Virginia Department of Motor Vehicles Highway Safety Office and as a member of the Mothers Against Drunk Driving speakers bureau; and
WHEREAS, Lt. Marland has received numerous awards and accolades for his commitment to the prevention of drunk driving, including two Virginia Alcohol Safety Action Program awards and two Mothers Against Drunk Driving awards; and
WHEREAS, as Officer-in-Charge of the Traffic Enforcement Unit, Lt. Marland works to enhance DUI enforcement within the Richmond City Police Department; and
WHEREAS, in 2007 the City of Richmond had 294 DUI arrests and 26 fatalities; the Richmond City Police Department decided to focus on increasing its DUI arrests in an effort to decrease traffic fatalities; and
WHEREAS, the Richmond City Police Department increased its training on the use of the SFST and DUI detection in its basic academy class and in-service police officer training; and
WHEREAS, Lt. Marland collaborated with Chesterfield County, Henrico County, Virginia Commonwealth University, and Virginia State Police in determining DUI/traffic checkpoints in locations known for DUI-related speeding and crashes; and
WHEREAS, the Richmond City Police Department also worked with the Lamar advertising company to be the first department to use an electronic billboard in an anti-drunk driving campaign; and
WHEREAS, as a result of Lt. Marland’s and the Richmond City Police Department’s efforts in enforcement, training, and awareness over the past three years, the number of DUI arrests has increased approximately 250 percent to 703 while fatalities have dropped by 50 percent to 12 in 2009; and
WHEREAS, Lt. Marland’s commitment and efforts to prevent drunk driving have saved numerous lives over the course of his career; now, therefore, be it
RESOLVED by the House of Delegates, That Lt. Robert C. Marland be commended for his ongoing efforts to prevent drunk driving; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Lt. Robert C. Marland as an expression of the House of Delegates’ gratitude and appreciation for his commitment to public safety.
