HOUSE JOINT RESOLUTION NO. 76
Celebrating the life of Kenneth Fox Arnold.

WHEREAS, Kenneth Fox Arnold, former Commissioner of the Revenue and Clerk of the Court for Northampton County, died August 19, 2009; and

WHEREAS, Kenneth “Kenny” Arnold graduated from Northampton High School and attended Ferrum College; he worked as a barber for 10 years before entering public service; and

WHEREAS, Kenny Arnold was appointed the Commissioner of the Revenue for Northampton County at the age of 29 and served until 1990; he served as Clerk of the Court for Northampton County from 1990 until 2003; and

WHEREAS, Kenny Arnold served in the Virginia Association of Local Elected Constitutional Officers, where he was a board member and former president and instituted the Virginia State Food Drive; he was also a member and past president of the Virginia Court Clerks’ Association; and

WHEREAS, a dedicated and responsible public servant, Kenny Arnold was known for his friendly demeanor and professional manner as he served the citizens of Northampton County for three decades; and

WHEREAS, mindful of the needs of his community, Kenny Arnold served as a member and past master of Broadwater Lodge No. 71, and a member of the Khedive Shrine and Eastern Shore Royal Arch; he was also the former president of the Jaycees, Exmore Ruritan Club, Northampton Middle and High School PTA, and Shore Little League; and

WHEREAS, Kenny Arnold headed the Northampton County Cancer Crusade Fund Drive, served as Cubmaster of the Shore, and was a charter member of the Northampton Fire and Rescue Squad; and

WHEREAS, Kenny Arnold and his wife, Pat, organized and ran a special needs camp at Occohannock on the Bay for one week every summer; and

WHEREAS, Kenny Arnold served as a member and director of the Eastern Shore Chamber of Commerce, member of the board of directors of AAA of Tidewater, and secretary of the Democratic Party for 25 years; and

WHEREAS, Kenny Arnold was a member of the Eastern Shore Emmaus community and was a former board member and lay director; he was a lifelong member of Franktown United Methodist Church; and

WHEREAS, Kenny Arnold exhibited great faith and perseverance in the last years of his life as he dealt with the effects of an aneurysm and leaves behind a legacy of public service, integrity, and compassion; and

WHEREAS, Kenny Arnold will be greatly missed by his wife, Patricia Tinsman Arnold; his son, Todd, and daughter, Teri, and their families; numerous other family members and friends; and the citizens of Northampton County; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a dedicated public servant and outstanding Virginian, Kenneth Fox Arnold; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Kenneth Fox Arnold as an expression of the General Assembly’s respect for his memory and decades of public service.
