HOUSE JOINT RESOLUTION NO. 425 Offered March 5, 2010 Commending the Cavalier Manor Police Community Relations Advisory Committee. ----------

WHEREAS, the Cavalier Manor Police Community Relations Advisory Committee, part of the United Civic League in Portsmouth, is commended for its work with the Portsmouth Police Department to make Cavalier Manor a safe community for its residents; and

WHEREAS, on May 24, 1982, Detective Leon Whitehurst of the Portsmouth Police Department extended an invitation to Cavalier Manor community members to attend an organizational meeting of the Cavalier Manor Police Community Relations Advisory Committee; and

WHEREAS, nine residents attended the first meeting and on June 10, 1982, the Cavalier Manor Police Community Relations Advisory Committee elected the Reverend James Earls as president with 29 members in attendance; and

WHEREAS, the Cavalier Manor Police Community Relations Advisory Committee decided on three main goals: to help maintain safety in the community; to provide an effective programmatic organization to address the concerns of the community; and to develop positive police, community, and citizen interaction; and

WHEREAS, on December 1, 1982, “Operation Porchlight,” which is now part of the National Night Out program, was introduced to Cavalier Manor and the City of Portsmouth; and

WHEREAS, in 1983 the Cavalier Manor Police Community Relations Advisory Committee decided in conjunction with the Crime Prevention Unit of the Portsmouth Police Department and the Portsmouth City Attorney to purchase, equip, and maintain with private funds a civilian patrol vehicle; and

WHEREAS, the Cavalier Manor Police Community Relations Advisory Committee grew from nine members to over 550 members at one point with Ways and Means, Membership, Publicity, Bylaws, Refreshment, Youth, and Program subcommittees; and

WHEREAS, the Cavalier Manor Police Community Relations Advisory Committee sponsors various programs on crime prevention and police community relations at weekly meetings held at the Cavalier Manor Community Center; and

WHEREAS, the commitment and dedication of the Cavalier Manor Police Community Relations Advisory Committee members over the years serve as a shining example for all communities of the power of an involved citizenry; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Cavalier Manor Police Community Relations Advisory Committee for its outstanding work in conjunction with the Portsmouth Police Department; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Cavalier Manor Police Community Relations Advisory Committee as an expression of the General Assembly’s respect and admiration for the Committee’s work on behalf of the residents of Cavalier Manor.
