2010 SESSION
WHEREAS, the Honorable Thomas V. Warren of Crewe, an admired and respected judge of the Eleventh Judicial Circuit of Virginia and the longest-sitting judge in the Commonwealth, retired in January 2010; and
WHEREAS, Thomas Warren was born in Fredericksburg on August 15, 1939, the son of Almon Vaden Warren and Kathryne Thomas Warren, graduated from James Monroe High School in Fredericksburg in 1957, and earned a bachelor’s degree from Virginia Polytechnic Institute and State University in 1962; and
WHEREAS, Thomas Warren proudly served his country in the United States Army from 1962 to 1964, based in Georgia and North Carolina; and
WHEREAS, in 1966 Thomas Warren married Elizabeth Ann Edwards of Emporia and decided to further his education by earning a law degree from the University of Tennessee Law School in Knoxville; and
WHEREAS, in 1968 Thomas Warren and his wife moved to Crewe to begin family life, and he joined Fielding L. Wilson to build a private law practice as Wilson & Warren, serving his neighbors and his community from 1968 to 1977; and
WHEREAS, in 1977 Thomas Warren was appointed by the governor to serve as a judge of the Eleventh Judicial Circuit, which covers the Counties of Powhatan, Nottoway, Amelia, and Dinwiddie and the City of Petersburg; and
WHEREAS, in 1978 Judge Warren was elected by the General Assembly to serve a full term on the Eleventh Judicial Circuit, and he was re-elected for successive eight-year terms in 1986, 1994, and 2002; and
WHEREAS, a man of great integrity, Judge Warren was elected Chief Judge of the Eleventh Judicial Circuit by his fellow judges in January 2001; and
WHEREAS, throughout his time on the bench, Judge Warren has served the citizens of the Commonwealth, in matters great and small, with a steadfast commitment to fairness and equal justice for all; and
WHEREAS, committed to giving back to the community, Judge Warren generously volunteers his time and talents to many civic organizations, including as an assistant scoutmaster and board member of the Robert E. Lee Council of the Boy Scouts of America, as chair of the Nottoway chapter of the American Red Cross, as a longtime member and president of the local Kiwanis Club, and as a member of the Executive Committee of the Judicial Conference of Virginia; and
WHEREAS, Judge Warren is a faithful member of Pryor Memorial Presbyterian Church of Crewe and is active in the church's many missions in the community; he also served as a member of the Executive Committee of the Hanover Presbytery; and
WHEREAS, Judge Warren and his wife of 44 years, Elizabeth Ann Edwards Warren, live in Nottoway County and have four wonderful children, Elizabeth Scott Warren, Thomas Vaden Warren, Jr., Anne Powell Anderson, and Wilson Allen Warren; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Thomas V. Warren for his dedication to Virginia's judicial system, his profession, and the people of the Commonwealth; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Thomas V. Warren as an expression of the General Assembly's gratitude for his longtime public service and best wishes for a joyful and rewarding retirement.
