HOUSE JOINT RESOLUTION NO. 364
Commending Lenard Delon Lackey, Jr.

WHEREAS, Lenard Delon Lackey, Jr., is commended on the occasion of his retirement as executive director of Danville-Pittsylvania Community Services after more than two decades of service; and

WHEREAS, Lenard Lackey began his career in behavioral healthcare after receiving a bachelor’s and master’s degree from West Virginia University; and 

WHEREAS, in 1977 Lenard Lackey became director of what is now Blue Ridge Behavioral Health, where he oversaw a staff of 30 people and a $2 million budget; and

WHEREAS, visionary and compassionate, Lenard Lackey worked diligently in planning, developing, and administrating comprehensive programs and services to intellectually disabled citizens in the Roanoke Valley; and

WHEREAS, Lenard Lackey then became Assistant Director for Program Services at the Central Virginia Training Center before becoming Executive Director of Danville-Pittsylvania Community Services in 1986; and

WHEREAS, an excellent administrator, Lenard Lackey has overseen the growth of high-quality mental health, intellectual disability, substance abuse, and prevention services to the citizens of Danville and Pittsylvania County through the organization’s 250 staff members and $15 million operating budget; and

WHEREAS, during a long and successful career dedicated to helping others, Lenard Lackey has been responsible for developing the first children’s group home in the state, one of the first group homes for adults that was constructed with VHDA funds and subsidized with Section 8 rent subsidies, and one of the first intermediate care facilities for those with intellectual disabilities in Virginia; and

WHEREAS, Lenard Lackey has demonstrated great commitment to his profession and dedication to those he has served throughout his long and successful career; and

WHEREAS, Lenard Lackey has generously given of his time and talents in the community through the Rotary Club, where he has served as a member and chair on various committees; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Lenard Delon Lackey, Jr., on the occasion of his retirement from Danville-Pittsylvania Community Services; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Lenard Delon Lackey, Jr., as an expression of the General Assembly’s respect for his dedication to providing high-quality behavioral healthcare services.
