Celebrating the life of Marvin L. Gillum.

WHEREAS, Marvin L. Gillum, a respected dentist and former mayor of the City of Manassas, died on January 21, 2010; and

WHEREAS, Marvin Gillum was born in Manassas and devoted a substantial portion of his life to working for the betterment of the community and its citizens; and

WHEREAS, Marvin Gillum served on the Manassas City School Board from July 1980 to June 1995, and served as its chairman for 10 years, from 1985 to 1995; the citizens of Manassas then overwhelmingly elected him mayor in May 1996 and again in May 2000; and

WHEREAS, among many achievements and advancements within the City of Manassas during that eight-year tenure were the planning, design, and construction of the City Square-Loy E. Harris Pavilion, the Manassas Veterans Memorial, and a Boys and Girls Club; rehabilitation of the “Candy Factory” as the new home of the Center for the Arts; completion of the Walter Delisle Park; and improvement of the working partnership with Prince William County; and

WHEREAS, Marvin Gillum was also influential in the completion of the Route 234 Bypass/Prince William Parkway; reconstruction of Osbourn High School and the designation of the Marvin L. Gillum Field; full accreditation of the Manassas City Public Schools; national accreditation of the Manassas City Police Department; multiphase expansion of the Prince William Hospital; and significant expansion of the facilities at the Manassas Regional Airport; and

WHEREAS, Marvin Gillum was known for his unwavering support of the exemplary City of Manassas staff; and

WHEREAS, beyond bricks and mortar, paper certificates, and accreditations, success is measured in how one conducts business, and Mayor Gillum led the City with quiet grace, honor, dignity, and civility that made him a true “Virginia Gentleman”; and

WHEREAS, Marvin Gillum was the first to acknowledge that “the strength of our community is its people” and continually displayed immense pride in Manassas, which he often lovingly referred to as “a community for a lifetime”; and

WHEREAS, in addition to his public service, Marvin Gillum practiced dentistry in Manassas from 1947 until his retirement in 1987; he also worked as an investment broker, senior vice president, and member of the board of directors of Scott & Stringfellow, Inc.; and

WHEREAS, Marvin Gillum lived his faith through his actions and as the longest-attending member of Manassas Baptist Church; he joined the church in 1932; and

WHEREAS, Marvin Gillum will be fondly remembered and greatly missed by his loving wife, Martha; their children, Cindy, Debby, and Melanie, and their families; and the citizens of Manassas; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a dedicated public servant and outstanding Virginian, Marvin L. Gillum; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Marvin L. Gillum as an expression of the General Assembly’s respect for his memory.
