HOUSE JOINT RESOLUTION NO. 321 Offered February 22, 2010 Celebrating the life of Charles S. Kiley. ----------

WHEREAS, Charles S. Kiley of Virginia Beach, who was a major force in the development of the resort town of Virginia Beach and Princess Anne County into the modern city of Virginia Beach, died on August 25, 2008; and

WHEREAS, Charles S. “Charlie” Kiley, as he was known to those who knew him well, was a Portsmouth native, graduated from Virginia Polytechnic Institute and State University, and was a World War II veteran with the United States Navy Seabees; and

WHEREAS, Charlie Kiley became the municipal engineer and surveyor for the former resort town of Virginia Beach in 1951; and

WHEREAS, Charlie Kiley's biggest challenge in the early days of his public service career was the aftermath of the powerful Ash Wednesday Storm of 1962, which devastated the oceanfront of Virginia Beach and ravaged homes in the North End community; and

WHEREAS, Charlie Kiley was instrumental in the establishment of a Virginia Beach landmark, Mount Trashmore, the manmade mountain of landfill and dirt that has become a widely used city park off Interstate 264; and

WHEREAS, Charlie Kiley was a tireless community servant and a longtime member and captain of the Virginia Beach Volunteer Rescue Squad; his two sons, Daniel Kiley and William Kiley, follow in their father's footsteps as loyal members of the squad; and

WHEREAS, Charlie Kiley loved golf and rarely missed his regular morning workouts at Wareing's Gym or his morning coffee with friends at Mary's Country Kitchen; and

WHEREAS, Charlie Kiley was a true Virginia gentleman and those who had the honor of knowing him are much better for having had Charlie as their friend; and

WHEREAS, Charlie Kiley will be lovingly remembered by his multitude of friends and will be especially missed by his devoted wife, Helen, and his children, Daniel, William, and Ann, and their wonderful families; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a fine public servant and outstanding Virginian, Charles S. Kiley; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles S. Kiley as an expression of the General Assembly’s respect for his memory.
