WHEREAS, Theresa L. Tapscott, of Lake Monticello, a respected housing advocate, anti-poverty champion, and accomplished nonprofit leader, is recognized in 2010 for her 30 years of outstanding service to the Albemarle Housing Improvement Program and the Commonwealth; and

WHEREAS, devoted to her community, Theresa Tapscott grew up in the City of Charlottesville and raised her daughter Erin there; and

WHEREAS, Theresa Tapscott began working at the Albemarle Housing Improvement Program (AHIP) as the bookkeeper in 1979; and

WHEREAS, a hard-working and conscientious administrator, Theresa Tapscott was promoted to executive director of AHIP in 1983; and

WHEREAS, during her 30-year tenure, Theresa Tapscott has been instrumental in increasing AHIP's impact in the community and growing the agency’s annual budget from $658,000 to $2.3 million; and

WHEREAS, with Theresa Tapscott’s guidance, AHIP has served nearly 5,000 people with essential and unique community construction services, including housing rehabilitation projects, emergency repair projects, and neighborhood redevelopment projects for the city and county neighbors who are most in need; and

WHEREAS, AHIP has served more than 100 households by providing safe, decent, and affordable housing, including preservation and renovation of Park’s Edge Apartments, a 96-unit affordable housing community in Albemarle County that would otherwise have been lost to the affordable housing stock forever; Camp Springs, an environmentally sustainable six-house neighborhood in Esmont; and 40 other single-family homes built for the benefit of low-income individuals and families across Albemarle County; and

WHEREAS, Theresa Tapscott has been active and a leader in numerous local and state organizations, including serving on the City Housing Advisory Committee and on the boards of Habitat for Humanity of Greater Charlottesville and the statewide Virginia Housing Coalition; and

WHEREAS, Theresa Tapscott will be remembered and appreciated as a stalwart community advocate for the importance of preserving and protecting existing affordable housing and keeping families safe and sound through the rehabilitation of inadequate housing and emergency repairs; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Theresa L. Tapscott on her retirement from the Albemarle Housing Improvement Program after 30 years of service; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Theresa L. Tapscott as an expression of the General Assembly’s appreciation for her many outstanding achievements and gratitude for her commitment to the low-income residents of Charlottesville and Albemarle County.
