HOUSE JOINT RESOLUTION NO. 163
Celebrating the life of Alexander Victor Kissal.

WHEREAS, Alexander Victor Kissal of Richmond, a retired law-enforcement professional, died on December 23, 2009; and

WHEREAS, Alexander Kissal proudly served his country in the United States Coast Guard during World War II at Block Island, Rhode Island, until his honorable discharge in 1945; and

WHEREAS, Alexander Kissal joined the Washington, D.C., Police Department in 1945; he was a member of the Police Pistol Team and was highly regarded for his expert marksmanship, professionalism, and commitment to enforcing the laws and protecting the public; and

WHEREAS, trusted and respected as a law-enforcement officer, Alexander Kissal joined the Uniform Division, White House Police, United States Secret Service in 1957; and

WHEREAS, for the next 12 years, Alexander Kissal served as part of an elite law-enforcement body charged with protecting the safety and security of the White House complex and other key government buildings and individuals; and

WHEREAS, Alexander Kissal also served as captain of the White House Pistol Team, whose members worked diligently to hone and maintain their expert marksmanship and sharpshooting skill level; and

WHEREAS, Alexander Kissal proudly served under Presidents Eisenhower, Kennedy, Johnson, and Nixon; he was humbled and honored to receive awards from both Presidents Eisenhower and Kennedy; and

WHEREAS, Alexander Kissal enjoyed his well-deserved retirement playing golf and spending time with his children, grandchildren, and great-grandchildren; and

WHEREAS, while Alexander Kissal enjoyed a long and fruitful life serving and protecting others, he was also a devoted family man who delighted in raising his five outstanding children, including long-time attorney with the Division of Legislative Services, Maria Everett; and

WHEREAS, Alexander Kissal will be greatly missed by his devoted wife, Katherine; their five children, Andreas, Gary, Joanne, Bruce, and Maria and their families; and numerous other family members and friends; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with great sadness the loss of a dedicated law-enforcement professional and outstanding Virginian, Alexander Victor Kissal; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Alexander Victor Kissal as an expression of the General Assembly’s respect for his memory.
