10103969DWHEREAS, the Virginia Public Procurement Act (§ 2.2-4300 et seq. of the Code of Virginia) gives nonprofit employment service organizations the ability to provide goods and services to state and local bodies on a noncompetitive basis; and
WHEREAS, employment service organizations have a vendorship agreement with the Virginia Department of Rehabilitative Services; and
WHEREAS, the Virginia Public Procurement Act (VPPA) allows state and local public bodies to procure goods and services from nonprofit employment service organizations without the need for competition; and
WHEREAS, nonprofit service organizations provide various services including but not limited to document management as well as document destruction services; and
WHEREAS, nonprofit employment service organizations provide work environments as well as social interaction for Virginia’s most vulnerable citizens; and
WHEREAS, state and local public bodies underutilize goods and services provided by nonprofit employment service organizations; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring,
That the General Assembly recognize the [ valued ] services [ and
success of provided by ] nonprofit employment service organizations [ across
the Commonwealth that have been made possible by , vended through the
Virginia Department of Rehabilitative Services through ] the Virginia Public
Procurement Act; and, be it
RESOLVED FURTHER, That the General Assembly encourage utilization of nonprofit employment service organizations vended through the Virginia Department of Rehabilitative Services and inform state and local bodies through any means available about the Virginia Public Procurement Act and the services of these essential nonprofit organizations.
