2010 SESSION
10101236DWHEREAS, Norman Mullins of Dickenson County, a longtime educator and outstanding public servant, is recognized in 2010 for his many contributions to his community and his fellow citizens; and
WHEREAS, Norman Mullins was born on April 2, 1927, in McClure, graduated from Dickenson Memorial High School, and received a bachelor of science degree from Lincoln Memorial University in 1955; and
WHEREAS, Norman Mullins honorably served his country in the United States Navy from 1945 to 1947; and
WHEREAS, a dedicated educator, Norman Mullins served the Dickenson County Public Schools for 37 years at Clintwood Elementary School, Clinchco Elementary School, and Haysi High School first as a classroom teacher and coach and then as an assistant principal; and
WHEREAS, Norman Mullins taught government, history, science, physical education, and driver's education, as well as coached football, basketball, track, and baseball and served as high school athletic director; and
WHEREAS, in 1959 Norman Mullins was instrumental in re-forming the Haysi High School football program, which continues to this day; and
WHEREAS, as an assistant basketball coach in 1962, Norman Mullins was a member of the only Haysi High School sports team in school history to win a Group A state championship; and
WHEREAS, Norman Mullins became a member of the Haysi Town Council in 1980, and he tirelessly served the residents of Haysi as mayor for 26 years from 1982 until his retirement in 2008; and
WHEREAS, Norman Mullins was instrumental in securing and coordinating the public funding for the Haysi Public Library, a water and sewer system to service Haysi, and the Stone Mountain Medical Clinic facility to provide healthcare for the residents of Haysi and Dickenson County; and
WHEREAS, as mayor, Norman Mullins led the community in the annexation of 26 acres for the Town of Haysi to aid in future economic growth; and
WHEREAS, Norman Mullins volunteered his time and expertise to many civic organizations, including as a member of the Kiwanis Club, Lions Club, Breaks Interstate Park Commission, Dickenson County Industrial Development Authority, Cumberland Plateau Planning Commission, Dickenson County Chamber of Commerce, Sandlick Elementary Parent-Teacher Association, Haysi Rescue Squad Board, Haysi High School Athletic Booster's Club, and as chair of the Dickenson County Republican Party; and
WHEREAS, guided by his faith throughout his life, Norman Mullins serves as a faithful church elder and member at Bartlick Presbyterian Church and previously at Dickenson First Presbyterian Church; and
WHEREAS, Norman Mullins has touched the lives of many people during his distinguished career as a public servant and educator, and he has helped make Dickenson County a better place in which to live, work, and raise a family; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend and congratulate Norman Mullins on his outstanding accomplishments and wish him well in his retirement and in all his future endeavors; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Norman Mullins as an expression of the General Assembly's gratitude for his commitment and service to the citizens of the Commonwealth.
