Be it enacted by the General Assembly of Virginia:

1. § 1. No high-occupancy toll lanes shall be constructed on any portion of Interstate Route 95 or Interstate Route 395, nor shall any contract or comprehensive agreement be entered into for construction of any such lanes unless and until the Virginia Department of Transportation shall have conducted a study in conjunction with such proposed construction under the National Environmental Policy Act.
