Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 15.2-919.1 as follows:

§ 15.2-919.1. Barking dog ordinances; mediation.

In any ordinance that regulates barking dogs, a locality may include provisions that require parties to use mediation [ or arbitration ] as an initial step in resolving a dispute [ , provided such mediation is available in the locality at no cost to the parties ] .
