Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 12.1-12.1, as follows:

§ 12.1-12.1. Standard for Commission decisions.

In each proceeding before the Commission in which it is required to determine whether a proposed rate, charge, service, or facility of a public service company, as defined in § 56-1, is in the public interest, the Commission shall so determine only if it finds that the proposed rate, charge, service, or facility is in the best interests of the citizens of the Commonwealth.
