10100572DBe it enacted by the General Assembly of Virginia:
1. § 1. That the Governor and the General Assembly shall develop and implement a plan to reduce the number of children in foster care by 25 percent within 10 years. The plan shall provide for the placement of children currently in foster care or children entering foster care in safe, appropriate, permanent living arrangements, including: returning the child to his prior family; transferring of custody of the child to a relative other than his prior family; adoption of the child; placement of the child in permanent foster care; placement of the child in an independent living situation; or placement of the child in another planned permanent living arrangement.
