10102477DWhereas, Lois Ann Grimes (Mrs. Grimes) was married to Rodney Dean Grimes; and
Whereas, in June 1966, Rodney Dean Grimes became a trooper with the Virginia State Police force; and
Whereas, Rodney Dean Grimes was an exemplary officer and over 17 years of outstanding service rose to the rank of Special Agent in Charge based in Culpeper, Virginia; and
Whereas, on October 10, 1983, Rodney Dean Grimes was tragically killed in an automobile accident while on duty; and
Whereas, in the year after the death of her husband, Mrs. Grimes developed health problems; and
Whereas, the costs associated with treating her health problems increased through the years and Mrs. Grimes made every attempt to pay the bills; and
Whereas, it became increasingly difficult for Mrs. Grimes to keep pace with the medical bills; and
Whereas, in 2008, faced with several unpaid medical bills, Mrs. Grimes contacted the Virginia Department of State Police seeking assistance; and
Whereas, Department personnel directed Mrs. Grimes to the office of the State Comptroller; and
Whereas, the State Comptroller informed Mrs. Grimes that under the Line of Duty Act (§ 9.1-400 et seq.) she had been eligible to receive assistance since 2000; and
Whereas, Mrs. Grimes never received any notification that assistance was available and continued to incur and attempt to pay the bills; and
Whereas, between 2000 and 2008, Mrs. Grimes incurred $52,293.00 in medical bills; and
Whereas, most of these costs would have been covered by the assistance offered by the Line of Duty Act; and
Whereas, Lois Ann Grimes has no other means to obtain adequate relief except by action of this body; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. That there shall be paid for the relief of Lois Ann Grimes from the general fund of the state treasury, upon execution of a release of all claims she may have against the Commonwealth or any agency, instrumentality, officer, employee, or political subdivision in connection with the aforesaid occurrence, the sum of $52,293.00 to Mrs. Grimes on or before August 1, 2010, by check issued by the State Treasurer on warrant of the Comptroller.
