10100102DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.2-1412.1 as follows:
§ 15.2-1412.1. Local database of citizen-reported issues and requests.
Every locality shall establish a database of citizen-reported issues and requests for information and the governmental responses to such citizen inquiries. Each issue and request shall be assigned a unique serial number. Such database shall be maintained in a format that allows public access via the Internet and the database shall be organized in a manner that allows information to be searched and sorted. The locality shall establish a procedure whereby the citizen making the inquiry may choose not to have his name appear in the database.
