AMENDMENT IN THE NATURE OF A SUBSTITUTE

A BILL to require the Commonwealth Transportation Board to establish a Washington Bypass transportation corridor.

Be it enacted by the General Assembly of Virginia:

1. § 1. The Commonwealth Transportation Board shall establish, consistent with the provisions of Chapter 670 of the Acts of Assembly of 2009, a Washington Bypass transportation corridor in order to facilitate and prioritize the construction of a limited access highway to expedite the nonstop passage of traffic through the Washington metropolitan area. Such bypass shall be a limited access highway with access only at interstates, no more than three primary highways, and access to Washington Dulles International Airport. No such bypass shall be constructed unless and until a corresponding facility has been constructed or is in progress in the State of Maryland and is available to be linked to the Virginia facility. Such a bypass will be a toll facility. If deemed appropriate by the Commonwealth Transportation Board, such project may be undertaken pursuant to the Public-Private Transportation Act of 1995 (§ 56-556 et seq.) of the Code of Virginia.
