Be it enacted by the General Assembly of Virginia:

1.  § 1. The Commonwealth Transportation Board shall forthwith establish, consistent with the provisions of Chapter 670 of the Acts of Assembly of 2009, a Washington Bypass transportation corridor in order to facilitate and prioritize the construction of a limited access highway to expedite the non-stop passage of traffic passing through the Washington metropolitan area. Such bypass shall be a toll facility with very few exits, except for one providing access to Washington Dulles International Airport. If deemed appropriate by the Board, such project may be undertaken pursuant to the Public-Private Transportation Act of 1995 (§ 56-556 of the Code of Virginia).
