Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 33.1-69.001 as follows:
§ 33.1-69.001. Design standards for state secondary highway system components.
The Secretary of Transportation shall develop, for urban and urban development areas, new design standards for state secondary highway system components. Such standards shall (i) allow for the movement of transit and single occupant vehicles through these areas, (ii) accommodate safe pedestrian movement, (iii) accommodate high density urban development, and (iv) respect the character of urban areas. In developing these standards, the Secretary and the Virginia Department of Transportation shall seek input from individual county governments that may be affected by such standards, the Virginia Association of Counties, and the Department of Rail and Public Transportation. In addition, the Department shall study accident frequency and severity in existing urban areas and the Secretary shall consider urban street design concepts formulated by the Department on the basis of such study in the development of design standards required by this section.
Standards developed as required by this section shall be completed and in force no later than December 1, 2010.
