Be it enacted by the General Assembly of Virginia:

1.  That § 22.1-81 of the Code of Virginia is amended and reenacted as follows:

§ 22.1-81. Annual report.

Unless for good cause shown an extension of time not to exceed fifteen 15 days is granted by the Superintendent of Public Instruction, each school board, with the assistance of the division superintendent, shall, on or before September 15 of each year, make a report covering the work of the schools for the year ending the preceding June 30 to the Board of Education on forms supplied by the Superintendent of Public Instruction. Such forms shall ensure that reporting of expenditures, as categorized by § 22.1-115, include specific expenditure rates that enable meaningful comparison of operational efficiency among the school divisions including: (i) total expenditure per student; (ii) transportation cost per student mile; (iii) operation and maintenance cost per student and per square foot of schools and offices; (iv) energy cost per student and per square foot of schools and offices; and (v) custodial costs per student and per square foot of schools and offices.
