Be it enacted by the General Assembly of Virginia:

1.  § 1. That the health insurance coverage plan for employees of the Commonwealth established pursuant to § 2.2-2818 of the Code of Virginia, for the planning district encompassing Hampton, Norfolk, Suffolk, Portsmouth, Virginia Beach, Chesapeake and Poquoson, shall include, in addition to the minimum two options required by subsection G of § 2.2-2818 of the Code of Virginia, any health insurance coverage option that was made available to state employees in such planning district in the six months prior to the implementation of the COVA Connect pilot program that was instituted in those seven localities on July 1, 2009.

§ 2. For the purposes of this act, “state employees” has the same meaning as defined in § 2.2-2818 of the Code of Virginia.

2.  That nothing in this act shall be construed to apply to any state agency authorized by the Department of Human Resource Management to establish and administer its own health insurance coverage plan separate from the plan established by the Department, as provided in subsection G of § 2.2-2818 of the Code of Virginia.
