2. The Department of Motor Vehicles is directed to complete a study of disclosure to the consumer of water damage to vehicles and forward copies of the findings and any recommendations to the Chairs of the Senate and House Transportation Committees no later than November 1, 2010. The Department shall consult with representatives from automobile dealers, the automobile insurance industry, vehicle rebuilders and consumer advocates in conducting the study.
